This Guide is a tool for public authorities responsible for planning different Structural Funds to address Roma inclusion in the Partnership Agreements and Operational Programmes for the 2014-2020 ESI Funds programming period. The Guide identifies key issues that should be addressed within strategic areas (employment, education, housing, healthcare, anti-discrimination and gender equality) and also makes recommendations about the design of Operational Programmes on other forms of implementation in order to gain effectiveness in the use of these funds for Roma inclusion.
