On 18 and 19 November 2010, the Belgian Presidency of the Council of the European Union is organizing a Conference on the role of the ESF in the fight against poverty and social exclusion, which will take place in Brussels.

The European Social Fund (ESF) plays an important role in the fight against poverty. Durable and high-quality employment is an important factor in the fight against poverty. With unequal starting opportunities, blind activation can lead to more poverty. More efforts are necessary to help those most remote from employment overcome poverty. The objective of the seminar is to formulate good practices and recommendations on how the ESF can be used more efficiently as an instrument for combating poverty in the context of the active inclusion recommendation. With this seminar, the Belgian Presidency wants to contribute to the content of the new policy framework for the Structure Funds of 2013, in order to give the ESF more importance as an instrument in the fight against poverty.

Within this general framework, four big topics will be discussed in workshops:

– initiatives intended for those who are the furthest from the labour market

– initiatives relating to quality of jobs for this target group

– initiatives relating to job creation with as goal social inclusion

– development of competences for the target group in order to obtain and maintain a job

During the various workshops, examples ofgood ESF projects dealing with poverty and/or exclusion will be discussed.
